Forum for the Future was set up to help people make sense of that challenge, for their business or organization, and for themselves. The starting point had to be where they were now; the process had to be both realistic and cognisant of the degree of urgency that the evidence – in particular from the climate scientists – seemed to dictate.

Consider the position of many disabled people: their benefit rules have been tightened and pressure to take employment opportunities increased. However, unless their rights are better recognized, in the form of action to end discrimination and to make transport and buildings accessible, then talk of fulfilling responsibilities is hollow and coercive. The Third Way has been tougher on reminding people of their ‘responsibility’ than on the implementation of their accompanying rights. Government has also been more interested so far in restricting traditional rights – such as trial by jury – and in emphasizing its toughness in dealing with refugees and asylum-seekers, than in extending the agenda of civil liberties.

The problem of disconnection between the superclass and the rest of society is hardly new. It was highlighted in the recession and corporate ‘downsizing’ of the early 1990s, and was a key issue in the first Real World report. But it is an issue that Labour has refused to tackle with the same vigour it has shown in offering new rights to, and demanding new responsibilities from, the poorest in our society. Corporation taxes on business have been lowered, and business has been courted, rightly, by the Government as a valued partner in strategic policy-making.
